What Is ISPM-15?

ISPM-15 stands for International Standards for Phytosanitary Measures No. 15. It is a global standard adopted by the International Plant Protection Convention (IPPC) that regulates wood packaging material used in international trade — including pallets, crates, dunnage, and blocking.

The standard exists to prevent the international spread of invasive insects and plant diseases that can live inside raw wood. Without treatment, wood pallets can harbor pests like the Asian longhorned beetle or pine wood nematode that could devastate forests in importing countries. ISPM-15 requires that all wood packaging material be heat treated or fumigated before crossing international borders.

If your shipment uses non-compliant wood packaging, it can be quarantined, treated at your expense, or destroyed at the port of entry — in any of the 180+ countries that enforce ISPM-15. That risk is easily avoided by sourcing from a certified manufacturer like Victor Wood Products.

Our Heat Treatment Process

Heat treatment (HT) is the most common method for achieving ISPM-15 compliance. The wood must reach a core temperature of 56°C (133°F) and hold it for a minimum of 30 minutes. This kills any insects, larvae, or other organisms that could be present in the wood fibers.

As a certified manufacturer, we manage the entire process at our Baltimore facility:

  • 1
Lumber is sourced and prepared for heat treatment
  • 2
Wood is heated to the required core temperature (56°C for 30 minutes minimum)
  • 3
Treated lumber is used to build your pallets or crates
  • 4
Each pallet is stamped with the official IPPC mark — the internationally recognized symbol confirming compliance

The IPPC mark includes our country code (US), our registered producer number, and the treatment method (HT). This mark is what customs inspectors look for at ports around the world.
